How to get viza de flotant or change domicile

For residence/flotant, in practice you contact the SPCLEP for the residence address. For CEI, MAI Hub states that appointment/filing can be made in any sector or locality, regardless of domicile. Separately, the certificate attesting domicile/residence can be obtained online for free through MAI Hub if you have a validated account.
